Objective – With the high cost of
energy which is being experienced, as compared to years past, and with
many people on fixed incomes, Concordia Electric desires to make
available to its “residential” consumers a method of leveling their
electric payments.
Policy Content and Provisions – Be it resolved that the Board of
Directors of Concordia Electric Cooperative, Inc. establishes the
following rules and regulations with respect to the Objective:

Residential consumer receiving service under Rate Schedule No. A-7,
Farm and Home Service, may elect to pay monthly bills for electric
service on a Levelized Billing Plan, subject to the terms and
conditions set forth herein. A residential consumer is defined as
that account where the consumer is truly domiciled.
- To be eligible to participate in the
Levelized Billing Plan, the residential consumer shall have met the
following requirements:
- a. The consumer shall
have been served by this Cooperative at this consumer’s current
residence for which the Levelized Billing Plan is being
requested for a period of not less than twelve (12) months; or
b. The consumer shall make a Meter Deposit per Board Policy
Tariff No. C-10, in an amount equal to an estimated ninety (90)
days billing of such consumer.
- The consumer’s electric
account with this Cooperative shall be current.
- The consumer shall
request in writing, on forms to be furnished by this
Cooperative, to be place on the Levelized Billing Plan in
accordance with Board Policy Tariff.
- The Levelized Billing Plan
shall begin on the first day of the billing cycle immediately
following the written request to be placed on the Levelized Billing
Plan, and shall terminate as provided for in subsequent paragraphs.
- The following procedures shall be
applicable when a consumer elects to use the Levelized Billing Plan:
- The sum of the current
month kWh usage plus the previous 11 months kWh usage divided by
12 shall equal the average kWh to be computed on the current
rate schedule to equal the Levelized Billing for the current
month.
- Applicable taxes -
Security Light charges, and any special or one-time charges will
be billed in addition to the average kWh Levelized Billing.
- Normal collection
procedures shall be applicable if a consumer fails to pay the
Levelized Billing amount in any month when due. If consumer
fails to pay the Levelized Billing amount following due notice
by this Cooperative, in accordance with this Cooperative’s Board
Policy Tariff No. C-12, the consumer shall be removed from the
Levelized Billing Plan and service may be discontinued.
- If service is
terminated for any reason to a consumer on the Levelized Billing
Plan, the consumer shall be removed from the plan and the entire
outstanding amount of the account shall be due and payable.
- The consumer may elect
to terminate the Levelized Billing Plan at any time by notifying
this Cooperative in writing and by paying in full the entire
outstanding amount of the account.
If a consumer is removed from the Levelized Billing Plan for any
reason, the consumer shall not be eligible to participate in the
plan for at least six (6) months.

SECURITY LIGHTING – Rate Schedule Tariff SL – LPSC No. 8
AVAILABLITY – Available to Concordia Electric Cooperative, Inc.
consumers throughout the service territory where facilities of adequate
capacity are available and adjacent to premise to be served.
APPLICABILITY – Applicable to consumers for dusk to dawn outdoor
lighting in close proximity to existing overhead secondary circuits,
subject to the established rules and regulations of this Cooperative.
TYPE OF SERVICE – One, 175 watt, mercury vapor light fixture mounted on
existing wooden pole with bracket attachment and connected to existing
overhead secondary circuits.
Basic charge is $6.88, plus power cost adjustment on 80 kWh, if set on
exiting pole. If pole has to be set for light or transformer hung to
serve light there is an additional charge of $0.50 per item.
EMERGENCY ENERGY DEFERRED BILLING
PROGRAM
Act 629 of Louisiana Revised Statutes
45:1220-1222 requires the Louisiana Public Service Commission to adopt
rules to ensure that utilities implement a deferred billing program,
whereby certain customers may pre-enroll in a program that allows them
to defer payment on a bill up to twelve (12) months. This will be only
when an “Energy Emergency” has been declared by the Commission and only
for that time period. It is only effective for those “Energy Emergency
Deferred Billing Program Eligible Customers” who have pre-enrolled.
“Energy Emergency Deferred Billing Program Eligible Customers” will
include any of the following:
1. Those person whose income does not exceed one hundred fifty percent
(150%) of the poverty levels as established by the Federal Government
and who are sixty-five (65) years of age or older.
2. Those persons who receive any one of the following:
a. Food Stamps
b. Temporary Assistance for Needy Families (TANF)
c. Those persons whose sole income consist of Social Security payments.
d. As determined by the Commission or other vital government entities
who provide services, the absence of which could result in imminent
peril to the public health, safety and welfare.
e. Those persons who need life-sustaining, electrically operated
equipment, or life-sustaining medical treatment that requires
electricity in order to live.
